Robert P. Rizzieri, MS, F. ASCE, PE, PMP, CCM, DBIA
Bob has years of successfully leading Mega Federal projects and programs which were both organizationally and technically complex, as well as under Congressional scrutiny. He has worked in three US Army Corps of Engineers (USACE) Districts, Huntsville Center and HQ USACE, Saudi Arabia, Russia, Germany, and Romania. Bob has extensive experience in successfully teaming with Foreign Governments, Federal and State agencies along with public and private corporations at the executive level.
He has worked collaboratively at the national industry level with DBIA, AGC, ACEC, CMAA on numerous policies across project delivery, engineering and construction management arenas.
Bob retired as the Deputy Chief Engineering & Construction Division, HQ USACE. He shared full responsibility with the HQ’s Chief of E&C for planning, programming, policy, and execution of USACE's worldwide E&C missions (over 15,000 professionals). E&C activities cover all types of infrastructure for Civil Works, Military Programs for Army, Air Force, DOD agencies, Federal Agencies, and Foreign Governments that exceed $20B annually.
Bob routinely met with Congressional Professional Staff Members, as well as performed Congressional “drafting services”. While in HQ’s, he also served as Deputy Program Manager for Northwestern Division to the Director of Military Programs and then as the Chief of Construction in E&C.
He was one of USACE’s first leaders in design-build projects/contracts. Bob’s insights contributed to the foundation of USACE’s D-B policies. He continued D-B policy and implementation leadership across the enterprise due to his positions of leadership in HQ USACE. Bob was the HQ’s sponsor for Early Contractor Involvement (CMAR) type contracts.
He received numerous awards, including two of the Army's Meritorious Civilian Service awards, the Bronze Order of the de Fleury Medal, and the AGC’s Service Award. He served on the Board of Governors - Construction Management Certification Institute of CMAA, a member of the ABET’s Industry Advisory Council and currently on DBIA’s Federal Markets Committee. He made significant contributions to “D-B Done Right for Federal Markets”.
Bob is Principle of Rizzieri Consulting LLC, providing advisory services for Federal, State Agencies, Contractors and Architect/Engineering Firms for Design-Build Advisory Services, DBIA Instructor, Infrastructure Acquisition Strategies, Partnering, Mega Programs & Projects setup & evaluations.
Education: Clarkson University, BS in Civil & Environmental Engineering; Florida Institute of Technology, MS in Management.
